What are the considerations taken into account before granted bail?

More details to this question:
A high Court judge are trying a murder case. Before he takes the plea from the state advocate and the accuse advocate, the judge is informed that two months after the arrest of the accused, the accused went mad and that now he cannot talk. What are the procedures that the judge will have to look into before coming to his conclusion?
