What can I do in criminal property damage?

More details to this question:
I live both in Colorado and Louisiana. While in Colorado, my car was damaged by an individual in Louisiana. The police were called and nothing was done. The crime against me happened in Louisiana but Louisiana police refuse to file a report or press charges because I wasn't there, however, I have witnesses. I don't want this crime to go unpunished otherwise it might continue to happen.

You can always consider filing a civil suit in which you would be deposing the guilty party. During depo with no criminal charges pending they will have to answer all your questions. After that bring your evidence with their statement (tailor make the criminal case) and deliver it to the DA's office for prosecution.
