what can my brother do about his liscens?

More details to this question:
my brother gave his truck to a nieghbor and left it in his name, now there are 6 tickets on the truck and my brothers liscens is suspended for it but he doesnt even know where the truck is and he cannt get a hold of the guy he gave it to

the owner of the vehicle is responsible for the tickets. he must address the tickets in court to remove the suspension. he can then go after the person who was responsible for the tickets.
