What constitutes Hit-and-Run? IS there a distance limit?

More details to this question:
I was rear-ended, and the other driver fled the scene - or at least to me they fled the scene. The owners car was found completely totaled my car and they were arrested .5 miles down the road because their car died after the impact took its toll - but police say she isn't being charged with a hit and run because "They caught her".
