What do I need to do next if my OPRA requested reports were redacted completely

More details to this question:
I filed an OPRA form for the police report and Notes concerning my sister's death and I got back 7 pages that were completely redacted. Every single word on it! Is this normal? And what steps do I need to take next? Thanks!
