What does a municipal hold mean?

More details to this question:
A crazy friend of mine with a drinking problem got arrested in Kansas City, MO. When I looked in the jail booking all I could find under her name was Municipal Hold. Does that mean it was a drunk in public charge or a drunken driving charge? Or could it be a psychiatric hold? Just curious.

It most likely is not a psychiatric hold.  She might have been held for 24 hours for intoxication.  It does not necessarily mean that she was arrested for DWI or drunk in public.  It could also mean that she is being held on a warrant from another municipal court.
