What does "Order of release with sheriff's return-cost warrant only" mean?

My fiancée is currently incarcerated I was looking up her case online and that is what is written.

Looks like she was arrested due to a failure to pay costs due the state, then released. You do not mention it but it is likely she appeared before the court and received a report back date unless she was able to pay everything owed at the time.
