What is a conversation in a single party consent state?

More details to this question:
My state is a "one party consent" State when it comes to recording conversations. If I show up to an HOA meeting in person, where all of the Board and/or homeowners know who I am, but I do not engage in an actual conversation (I'm merely present with my recording device), is it legal for me to record the meeting? There is nothing in the HOA governing documents that outlaws recordings. If the directors ask me to stop recording, must I comply?

In Colorado, in general, you can record any conversation of which you are a participant. If there are specific laws that prevent the recording of a hearing, the answer could be different. For example, no one is supposed to record Colorado state court proceedings without approval of the Judge. The venue or event may have a specific rule. There may be other rules for this situation.
