What is the likely outcome should the refusal to prosecute be executed?

More details to this question:
A police report has been filed against me for a claim of embezzlement. No charges have been filed. The police claim that the completion of a refusal to prosecute form by the victim will halt the legal process. The victim has agreed to sign and submit the refusal should I return the property. What are the chances the state will still bring charges?

That is a question that is up to the prosecutor to decide. If the victim decides not to cooperate, then the chances of the prosecutor being successful are slim.

I would get it in writing that upon return, there will be no prosecution.
