QUESTION

What is the process if there are no charges or case and what should we do?

More details to this question:
I don’t want to proceed with charges. There was no arrest and no warrant. A detective wants me and spouse to go in and sign papers at the police station. I don't feel comfortable. I contacted the DA and there is no charge or case open since there was never an arrest.
