More details to this question:
By brother is currently in court for Theft Misdemeanor $50-$500. His last court showing is scheduled next month. Yesterday he was detained in a parked vehicle with friends smoking marijuana. He claims to say he was sober. He and 2 other friends fled from police when asked to sit on curve. He is 20, and vehicle was not his. He ran because he was scared to worsen the current situation he is currently involved in with theft charges. Houston constable kept his ID. Will officers come looking for him? Should he turn himself in? What kind of lawyer should we get? He is not a resident and currently holds differed action.

This is serious enough to get legal advice immediately, in person. The course of action depends on what the has been filed against him and what you mean by deferred action. You need a lawyer in your county to consult with as the answers depend on the rules followed by the judge and district attorney.
