What's the next step in the legal process?

More details to this question:
August 14, 2017, my husband went to court, was found guilty for DUI manslaughter. The judge gave him 13 years, 4 years mandatory. He has served the 4 mandatory years. We are now wondering what is his next step in the process to see if he's eligible to get out on probation/parole. The lawyer that he had during his trial is no longer available to give him any further legal advice therefore I am reaching out to local lawyers for help.
