When a background check shows wrong information

More details to this question:
A company that he was being hired for, ran a background check on him and it's show alot of things on the report that was not him on it. I requested from two counties that he has lived in background and it showed nothing. How can that be when ERS out of Dublin, CA stated there were criminal activity in his background. He's never lived anyplace other then Pasco County, in Florida?

 PURSUANT TO THE FCTA (Fair Credit and Trade Act) you are entitled to obtain from the company the identity and other information regarding the background check.   You can then contact the company who provided the information and challenge the validity of the information. If it cannot be validated, it must be removed.   This has to be done by the"he" you are referring to.
