Where should we deal with the charges first?

More details to this question:
My boyfriend committed credit card fraud in 2 states with the same credit card. He is serving time in one state. I want to know if he should deal with the charges of the other state while he is in jail right now or wait till he gets out?

The second state will decide. If they leave him alone then get from jail after finishes the first case that's the most likely course of events
