Why can't I get a license when I already finished my sentence?

More details to this question:
I was convicted of a fourth driving under the influence in Montana. Missouri State now says I can’t get a license since my license was suspended for 5 years in Montana. I have already finished my sentence in Montana.

Your license suspension is a separate case. You cannot get a Missouri license until you would be eligible to have a Montana license.
