Will my husband be charged with DUI for switching lanes?

More details to this question:
My husband was pulled over for switching lanes without signal and had an open container. He blew a .067 in the breath analyzer test that is under the legal limit. We live in Glendale, Arizona.

He needs to fight the case. 067 is below the legal lit but the can still try and prosecute for being impaired to the slightest degree.
