Will my unpaid ticket prevent me from getting a license in another state?

More details to this question:
I have an unpaid Public Intoxication ticket in my state that is preventing me from renewing my Driver's License until the $900.00 ticket is paid. Will this circumstance prevent me from getting one (DL or ID Card) in another state as well, or is it confined to my state? This is the second time I have submitted this question. Thanks!
