There is a library that was given free internt. The city manager has taken the physical cable and plugged it into a router so as to gain 4 additional physical lines so as to receive free internet for the city, the fire department and the police department. My question is, is this federal wire fraud?

This is unlikely to be federal wire fraud. However, it could be theft of services. Even this is unlikely, as the city is probably paying for the library access. If you are concerned talk to the city manager or raise the issue to the town council.
