Can a bank charge me collection fee commision

More details to this question:
tok out consolidation loan in 2008 for over 7k, paid 3k back, went through divorce did not pay on loan for over a year, they sent to lawyer to collection agency and is now offering to refinance the loan but charging me $1900 in collection fees ...nothing was ever collected...

They can charge you, but it is unlikely that they will be able to enforce it if you dispute and defend.
