can a garnishment begin 6 years after a ruling against you was made?

More details to this question:
A ruling was made against me in January 2008 for a very old (about 12 years ago) credit card debt. They just last month started to garnish my paycheck. However they have charged me 11% interest for the last 6 years and it brought the total owed to 3,300, from the original amount of 1800.00 My question is this ethical to wait 6 years after the original ruling in 2008 to start collecting this debt?
