CAN A STORE SEIZE PERSONAL PROPERTY

More details to this question:
I bought a phone from a merchant and attempted to have the info from my old phone transferred to the new phone. The clerk volunteered to show how to transfer data, but another employee wanted to charge $10. When I refused he grabbed the old phone that had all the info. I have the new phone with no info (transfer was unsucessful). He refused to return the phone unless $15 is rendered.

UNless there was an agreement or requirement to turn your old phone in, no. You should have called the police right there. You should contact the company immediately and demand an explanation and return of the phone.
