Can Commercial Recovery Systems garnish my checking and saving accounts?

The debt is from 15 plus years ago in Washington State. I have moved to Florida this past year. I just recently learned they had did two inquires on all 3 of my credit reports. When this debt happened It was because I was a victim of Identity Theft. I had signed affidavits from the bank, and I was in jail on another matter all together. When I moved to Florida I had cleaned out my file cabinet and had gotten rid of all the paperwork I had on this matter, since it was 15 plus years old. I also received a phone call from a collection agency, which was left on my voicemail, that said there was a "complaint filed in their office against me, and I had until 11am to respond, or they would be forced to instruct their client according to state laws, do I understand?" I have not responded. Please advise. Thank you very much for your time.

Without knowing more, like whether there was a judgement entered in another state, there is no way to really tell. You may need to hire a lawyer to start sorting this out.
