can I be fined twice for the same thing

More details to this question:
I placed a large item at the curb on March 29th, I call the city for Pick up and was told it would be picked up on the 5th and on the 30th the HOA issued a notice. by that Friday all items was picked up. Later another notice was issues and we were billed $100 dollars for the pick up we didn't dispute it and already paid now yet another notice for $100 was issues again and when I asked I was told it was for the same pick up.

Not 2x for SAME thing but you might find its a per diem violation or a charge every few days that it doesnt get fixed. YOu will need to revew this with HOA an see what they say. Other than prnciple , its not worth hiring a lawyer to address as this will cost more than the amount in dispute.
