Can I file a claim to receive my $428

I let someone borrow some money from me so they would not get evicted from their home. They told me that they would pay me back that same day and I still have not received my money. I sacrificed a lot by giving them this money and now they don't want to pay me back. They come up with excuses which has nothing to do with me because I did my part. This individual has taken advantage of mr and don't wanna pay me because they owe other people and places as well. In conclusion, I let them borrow money and we had an agreement as far as payments which has not been received on my end. I have proof of everything.
