Can I sue for damages, harassment, stress, depression

More details to this question:
In Aug. 2016 I had a Stress test ordered by my Cardiologist. The bill was sent to my insurance company for payment. On Sept. 26, 2017 I received a bill from the hospital stating that I owed $1077.07. I called the hospital asking them to explain why I had to pay. They could not give me a proper answer. I went to the to the place where I had the testing done, their finance department and asked if I owed any money for the testing. They replied no. I spoke to my Insurance company explained the problem and they said I owed no money. I had a three way conversation with my insurance rep and the hospital billing department. it turned out that the hospital had not sent the complete billing service in time and now the wanted me to pay. I refused and the insurance said not to pay. The hospital sent it to a collection agency and I explain the problem to them but refused to listen and kept sending letters asking for payment. They ( debt collection agency ) . Guess I can't explain any more.

This may be a "balance billing" violation of the part of the hospital. You need to retain a consumer lawyer to review this.
