bought a vehicle and got the title, went to the DMV and got the vehicle registered, the lender claims the title was lost in the mail from the DMV to them and never arrived, and NOW they want to repo the vehicle, but since they never got the title CAN they repo it without a title?

Did you default on a car loan or lease? Then, yes they can repo the car so long as they are compliant with the law.
