More details to this question:
I graduated from college over ten years ago, when I tried to get a transcript I was informed that due to some mix-up on thier part, i had an outstanding bill of a few hundred dollars for something or other, some other hold due to library book fees, and they had outsources a parking fee to some collections agency and they wouldn't even tell me how much i owe! Is there anyway I can get my transcript information without paying these fees, I would even settle for an unofficial transcript, but they wont give me that either. This is all very difficult for me as I'm overseas and cant handle things easily in person. I have never taken a student loan in my life and everything but the library debt is arbitrary nonsense, how can I address a claim of a parking ticket that allegedly occurred ten years ago and they're only informing me of now? please advise.

They are holding the collateral that you want. You will need to work with them or file an Order to show cause for the relief you believe you are entitled, but that will likely take more time and money than it is worth.
