Could I pursue this on behalf of TCPA act.

More details to this question:
I have acct with loan and always pay on time. Back in march I contacted the BBB and filed complaint. They agreed to stop calling me in writing. My payment is there on time every month. I check my bank acct and it will be deposited by them on due date. 2 days later they keep calling 15 to 20 times saying they don't have payment. They agreed not to call after march. They must of called about 45 times after that. My payment is there and they still harass me.

You may have a consumer complaint.  The problem is that the main federal law applies to a debt collector as opposed to the original creditor.  If you are located within 20 miles of my office, I may be able to refer you to a consumer attorney who handles such matters on contingency.
