How do I sue someone for more than fifteen thousand dollars?

More details to this question:
A friend ask me to help her file an application for a special civil suit of her former tenant. The former tenant owes $25,000 in back rent; but special civil suits cannot exceed $15,000.

Your friend would have two choices. He/She could either waive the balance over the jurisdictional limit of the special civil part ($15,000) or sue for the full amount in the law division.
