If I win personal loan case, can his wages be garnished?

More details to this question:
I loaned $23,000 to an ex-boyfriend over the course from oct 2011 - nov 2012. It was an oral contract. I have recent online chat evidence of him admitting that he would pay me back. He has a job now but doesn't want to pay me back. If I sue him for 23k and I win, can I have his wages garnished? Also what is the statute of limitations on this?
