Is it a scam

More details to this question:
I got a e-mail from a guy named Patrick Spencer stating they were going to garnish my wages and take me to court on 8/7/17 and that they filed a case against me on 7/14/17 and that the loan is for 850.00 and we can settle out of court for 490.00 and if it went to court it would 2590.00. They said that they are charging me with violation of federal banking regulations, Collateral check fraud, and theft by deception. On here it doesn't give me any way to contact them besides replying to the e-mail.

Ask the collection agency to send you a validation letter on company letterhead.  Then,  make sure to do a back ground check on the company.  Call Either the Attorney general in that state or Secratary of State office.  VALIDATE first before paying on a debt that you are not familiar with.
