Is NY a spouse information sharing state?

More details to this question:
a company claiming that I cannot get account(debt) information from my wife whom they called under her x husbands name 11 years ago. Also told me on the phone that NY stopped being a spousal information sharing state 6 months ago. Cant find information anywhere, please assist?
