More details to this question:
If the collection agency has a judgment against me and I do not have more than $1,920 in my account at any one time, even though deposits are made every month under $1,920 and withdrawn before the total goes over $1,920, can they still seize the money or the account?

Yes, it would be your burden to then assert that the funds are exempt.  Once asserted, it is the creditors burden to prove they are not.
