I won a money judgement last year against a roommate who took my security deposit but she has now moved to Astoria, NY. Would that be an issue to collect debt? Would I still be able to get a civil officer? If so, what state and what are the steps to do so.

You need to have the judgment docketed in NY and then you can get a Marshal in New York City to enforce it.
