I have not been able to get paid for almost one year in the amount of $18,000. My friend and I paid a bill when the host's credit card was denied in March 2016. He promised to repay us and I have emails to show there was an agreement. One payment was made in April 2106 of $3,000.

You did not post your location, but that will impact the answer. In NYC, Civil Court claims can be up to $25,000. Outside of the City, claims must be $15,000 or less for district or county court. While claims in these inferior courts can be handled cheaply, if Supreme Court is required the cost goes way up. Legal fees will not be included in any judgment.

You can sue this person for unjust enrichment to recoup the $12,000 as long as the emails show an agreement to repay. The statute of limitations is 6 years and runs from the time you had the right to demand payment.
