Should I pay a civil demand?

More details to this question:
I was caught attempting to shoplift $29.78 in merchandise from a CVS in Brooklyn, NY (no police, just store security). When caught, I returned all merchandise in resaleable condition. Now I received a civil demand. Should I pay?
