I live in NY and need to file a small claims against someone who lives in Germantown Tenessese. I loaned them 7,000 and they have not paid me back.

You can't. Small claims court in NY only has jurisdiction over defendants within the county/district where court is located with a maximum jurisdictional amount of $5000. YOu will need to contact a lawyerin TN.

$7000 is going to be more than small claims, even in NY. The best way to deal with this is to get a lawyer in TN to sue.
