Live in condo, leaky pipes in bath ceiling are responsibility of unit above me.They won't do anything,and neither will the board. When I fix can I sue to collect? Also what would it cost to hire an attorney?

Sure you can hire a lawyer to address the issue - how much depends on the lawyer and the issues to be address. If it involves litigaiton, expect to spend several thousand dollars right out of the gate.
