What can I do with a possible harassing creditor without filing for bankruptcy?

More details to this question:
I lost my job about 18 months ago and unemployment 7 months ago, one of my creditors starting to pursue me about my debt starting in January calling me multiple times a day. Starting in May they began calling me up to eight times a day between land line and cell phone kept explaining couldn't afford the payments with no income coming in. When they would call started ignoring the phone but kept calling eight times a day six days a week, now have received paperwork if I don't respond they will turn it over to a lawyer for collection, is this legal or is this harassment?
