When can A medical bill be turned over to collections?

More details to this question:
I received A sleep study on Dec. 04, 2018. I have made monthly payments on this dept every month without missing a payment. My last payment was made on 07/11/2019 I received a letter from a collection agency on 07/ 24/2019.
