Been apart 10 years now, I was in NY, she in ATL. Moved here 2 years ago to be closer to our kids. had been trying to divorce since April 2008. Every time I have papers serve she never response, she went back to NY for the summer, and hasn't returned yet.

You can't get married. You can file it here and serve her in NY. You can get divorced without her showing up for Court or responding in anyway.
