Can I receive assistance in obtaining my divorce?

More details to this question:
I have 3 children within our marriage. They are 5, 6, and 7. We have been separated since May 2008. I have 4 in my household and my annual income totals 8,520. I am receiving SSI in the amount of $710 a month. My husband is a felon, and is evading authorities. I only have his last known address and no idea where he may be now. He has abused the state's unemployment system and I am in fear that he will continue to worsen and I will be held responsible for his financial mess ups. I desperately want to be divorced before his choices affect my children's and my life.
