Can my husband's ex ask for interest from back child support?

More details to this question:
If my husband signed a COAP in 2006 and his ex approved it, and wasn't requiring child support any longer, is she allowed to come back 7 years later and sue for and get back child support with interest till 2013? When there was a verbal agreement for him to pay for all of their needs, which we did. But he had no idea there was interest growing on arrears he thought were gone with the COAP. Now they are saying that she is allowed the interest, does that make sense? Is that true?

In California child support is enforceable with interest until paid in full. The order remains effective until modified in writing usually. Read the terms of his agreement.
