Do I need to file a divorce to get married in US?

I was married in Philippines. I'm already a naturalized US citizen.

If you are married any where in the world, you are married here in the US so you have to get divorced. You can do it here.

If you are legally married anywhere in the world, you must obtain a legal divorce somewhere before you can have a new and valid marriage in the State of California.
