How can I file for arbitrating eccessive attorny fees

More details to this question:
A Court order was establishes to pay my attorney a certain amount for work done.. The person indicated in the court order did not pay.

The question is confused. If the court ordered someone to pay the attorney would seek a judgment against that person. And if the court ordered it, presumptively the amount is not excessive.
