Divorce in Wisconsin is not very hard, even if the other spouse lives in Mexico. Find a lawyer who works mainly in divorce and related areas of law. If you cannot afford a lawyer, some courts have sessions once a week or so on how to do it yourself.

Where he lives has no bearing on starting a divorce. The only complexity will be serving him in Mexico. Professional service processors can take care of that. Get a lawyer.
