I signed a letter which was notarized waiving my rights yo my ex-husbands pension. Would this be a binding document or do I need to go back into court as the plan administrator is telling me I have no rights.

This question can't be answered without a lot more information. What does your settlement agreement say? Was there a QDRO contemplated? You should discuss this in detail with a local divorce attorney.
