Not normally, attorneys, courts, etc have to be paid regardless of where the defendant in a divorce case resides or their income status.

Unfortunately, the fact that your ex is incarcerated does not mean you can get a free divorce. I would kindly recommend you call the County Circuit Court where you reside, and ask if they can refer you to a local "pro bono" legal clinic that might be able to assist you.
