Uncontested Divorce for both US Citizen working in China

More details to this question:
Both of them are US Citizen. Married in New York for 20 years. Wife has a resident house at LA, California and she travel back and forth from China to US. Both wife and husband are working in China and agree to file an uncontested divorce. Could wife file in CA? Do both have to appear in the court for judgement?

If the wife lives in LA and files her income tax in CA, then she could file for divorce in this state. Her spouse would need to be served with the petition and an agreement that addresses all issues in the divorce. In most courts, an appearance is not necessary if a legally sound agreement is signed and notarized by both parties.
