I'm 59 now on railroad retirement I lost license for driving a 49cc scooter to slow without license put me on probation 1500 dollar fine 600 tickets in 2015 I believe I paid all tickets I think I owe 1500 probation still I'm in Pennsylvania I skipped out because brother had brain tummer not long to live I stayed with him month then died I been pa since got bad lungs back on disability while here they wont give me license till probation fee paid and couple little things can I please get help retrieve license making payments

Have you tried reaching out to the court and setting up a payment plan? I have often had success with clients getting their license back by them setting a payment plan with the court. As long as you are in compliance PennDOT will often reinstate the license.
